Seats and How to Assign Them

I understand that all AS accounts are supposed to have three seats (https://share.zight.com/Apuoz1zk). I have two only (AS Tier 3). How can I get the third assigned to my account? AND how can I assign a seat to one of my people please. I sent an email but no response. Many thanks. P
